I don't think there's any place that has prepatched ROMs, unfortunately. If you want to patch roms, RomHacking hosts a patcher that works with any one-file ROM. https://www.romhacking.net/patch/ They host ROM patches as well, of course. Hopefully this helps somewhat.

I know there a bunch of sites offering prepackaged PSP eboots and translated VNs but I can't find copies of these anywhere now.

4chan's /t/ board has some threads with multiple torrents for romsets of various platforms. Outside of that web archive and myrient are also some good sources.

For prepatched stuff, CDRomance was replaced by https://retrogametalk.com/, but it seemingly requires an account to access them now. I think web archive should also have some collections for prepatched translations as well.
