I actually think Lum and Shinobu are made for each other. Lum's naivety and kindness perfectly balances out Shinobu's maturity and pure rage. Now there's a perfect couple.

I think it's the "flaws" of Ataru and Lum that Oshii didn't like, but those said flaws results in conflict and we root for these two to get what they want even though they can't get it. Other than "doing her job" Noa doesn't really seem to have any life goals.
