Lum, without a doubt, she's the most popular girl around. Everything bad concerning her is redirected to Ataru, making him her scapegoat. Plus she's really affectionate toward him, it adds to her charm too.
Ryuunosuke is second, she'd get most girl votes and she's a nice person all around, like Lum no bad rep as the hate goes to her father.
Then probably Sakura. She's incredibly popular with all the guys, so she's definitely up there. She also has a mature charm that sets her apart from the other girls. She'd get votes from both male and females.
I'd say Shinobu is above just because she have insane fans, the male supporters she got are contrarian after all. They have the strenght to forces other factions to change their votes. And she doesn't have ny real bad rep, probably her temper but she's also known as sweet and serious, and she's the most normal.
Then sadly Ran would be last. She's cute but she's probably known for leading on ton of guys. And since she barely go on dates, it seems like she's doing it for attention. Unlike Lum who got the excuse of having Ataru. And she doesn't seem to socialize much, we never really see her in social school events or hanging out with anyone, she just goes home and masturbate to Rei. She got the pedophiles secured but that's pretty much it.

Lum, Sakura, and Ryuunosuke would be a tossup honestly, because Ryuu would get so many votes from the girls. Lum's super popular, but mostly with some of the boys, a dedicated diehard fanbase (like us nominating UY2022 as best anime of the year) can't win against sheer numbers (Frieren as an example).

Shinobu and Ran would be fighting for the last place, but agree with the reasoning for both. Ran has fans, but also probably a hatedom.

Lum popularity extend to other school, and she was the only one gettin cheers when she won the preliminaries. We can't underestimate that. In sheer popularity she's probably above the rest. Not that it transcribes in votes, but it's her biggest strenght. Her weakness are the girls, she doesn't have any girl friend in school and they're probably jealous because of Mendou's interest in her. So she can only rely on boys.
Ryuu popularity with girls depend, she got pretty much all the freshmen girls, but she also got her own hatedom "Anti-Ryuunosuke Faction" which forced a part of the Ryuu's fandom to change their vote. She isn't liked much by third years for some reason. But she'd get a fair amount of second-years i feel like, they seemed to be fan too. She also got the "Pessimistic attention-getter" which consist of boys, so she still got a really good amount of support. Even if they don't seem to be that strong of a faction so probably not that any compared to the others.
I don't think Sakura could win against the other two. But she's still really popular with both boys and girls, which is important as it could affect Lum/Ryuu score. Second year girls would also vote for her, same for third year (Who are splitted with Shinobu instead), She's got elegance and feminity, which is what a lots of girl would vote for instead of Ryuu's "We hate men" fandom. Same issue for Lum, Sakura got all the boys drooling, so the votes would be split and would weaken her somewhat.
It all depends on the girl/boy ratio in the school i guess, but either Ryuu or Lum would win, with Sakura not far behind.
