on my machine so instead I'll tell you what my setup is:
Proton 9.0-4 through Steam's "add a non-Steam game" window. Make sure to hit up Properties -> Compatibility and click the Force(…) checkbox. The exact Proton version probably doesn't matter, that was just the newest one at the time of setup.
Even if you're ideologically opposed to Steam, their built-in game recording might make you reconsider. I sleep well with no OBS on my system. I also run soku in windowed mode with the WindowedResizer mod since fullscreen indeed looks like the devil's own asshole for whatever reason.
https://github.com/SokuDev/SokuMods/tree/master/modules/WindowResizerThe mod seems to have updated since I installed it and it may or may not affect fullscreen now but I'm too lazy to look into it.
Lastly, generic troubleshooting advice: run the offending program through the command line and read through the output. It's not a golden fix-it-all solution but the software itself will often tell you what's wrong so it's worth trying to listen.

BUUUUUUT it all doesn't matter, 2vs2 soku netplay is officially fit for domestic usage now! FUARK YEAH! Not yet fit for tourney play or too comfortable domestic usage, there's still work to be done, but now players in NA-RU range can quite comfortably play it without any parsec or 30f delay!
