Part of me wants to say that there's a chance that some obscure Hellsing fansite has it. But at the same time, I think Hellsing's popularity in the west only really got traction after the Rescript DVD already released, so that's the only thing that makes me think otherwise. But still worth a shot. Plus given we have documentation like AMVs and comparison images (

and whatnot, I think there's definitely SOME chance someone still has all the broadcast era episodes. I know it's pretty redundant to mention, but I think these are the only possible leads I can think of.
The other last (but unlikely) possibility is some of the foreign fansubs. Since I am fluent in Italian, I could also try looking into some Italian sites regarding the Knights fansub group mentioned before, but I doubt I'll find much. But I'll also try and see if I can find anything there, even if I think it'll probably be a dead-end.
