The direction is fine, but it's mostly the source material which is just endless exposition. So unless they were gonna completely upend the source material, you're stuck with it. My memory of the OVA is alternating between something happening, then maybe 5 minutes of exposition about shinto and buddhist mythology.
There were a few very stellar interesting scenes - the two scenes with Hungry Ghosts are solid. The one where a woman goes to a pool and transforms into one and the other time when they attack a convoy. A few stellar scenes do not excuse everything else.
You know how NGE is a huge crowd pleaser, which can blend religious mythology, but is otherwise always keeping the audience interested? Ankoku Shinwa is the polar opposite of that.
The grid actually makes it look MORE interesting than it really is. Maybe the pacing works better in manga format?
