Her name is Kurita Yuuko. The mangaka tends to draw a lot of the girls like this and the anime carries over the art style pretty well.

Picrel is Noriko Hanamura (she has the largest breasts of the three girls consistently featured in the anime). In my watching I know that there is a beach episode and she probably has the best swimsuit of them all.

Unfortunately the manga may be incomplete, since the mangaka is barred from serializing.

Such is the case with older anime. No matter how good it is, unless it was at least somewhat known in the early days of Western otakudom, then it is going to be obscure.

Also, who hasn't sat like this in a restaurant before just staring?

I think it’s also a matter of cultural perspective and a theme that probably wouldn’t be too popular with outsiders UNLESS they’re really interested in Japanese cuisine. I have managed to come across various memes of this show however and apparently it’s done by the same studio responsible for Doremon and Shin-Chan
