Hard to get a major focus on both at once, but Desert Rose would be up your alley. I would also recommend the Burn Up and Geobreeders franchises. Angel Cop, Aika and Ex-Driver would probably be to your liking as well.

Actually, maybe not Angel Cop, it has a female cop protagonist, but is grittier and feels a bit less otaku oriented than the rest in this thread. Still a great OVA though.

While not necessarily what you're looking for, give Black Magic M-66 a try. It's pretty much a Terminator OVA that has a tomboy reporter trying to save a young girl from a killing machine.

Has some decent action and thrilling moments.
